Say in a soviet, one person is getting too much power over everyone else, or two soviets get into a dispute over whose land this is. How is this settled? Would they fight, talk it out or get a 3rd soviet involved to mediate or escalate? Geniune question.
I don't know the deeper answer to that question, unfortunately. There've been a lot of different sort of bottom-up federated models of councils over the years around the world, and I suspect they'd handle it differently. I know that's a bit of a vague non-answer, but it's the kind of thing I'm still learning more about.
the places I would probably look for potential answers (not necessarily about the soviets but in general) would be to read more about democratic confederalism and council communism, as theories that have focused more on that level of things.
